Would these light sensitivity glasses be too dark for ordinary indoor use?

For most people, 3% VLT would be extremely dark indoors. Someone with substantial light sensitivity may have different needs and may find an extra-dark filter useful in particularly bright indoor environments.

Can I drive in NoIR Filter 07?

No. Filter 07 should not be used for driving.
